To recognise developments that have delivered excellence in infrastructure and transport, the Boomtown! Project of the Year Award was established to acknowledge completed (or near completed) major projects over the previous 12 months that have, or will, significantly contribute to the sustainable growth of Greater Western Sydney.

Chairman’s Prize
Blacktown Health & Wellbeing Clinic
The Bill Crews Foundation’s Blacktown clinic delivers free, integrated medical, dental and welfare care to people facing homelessness and disadvantage. Based on its proven Ashfield model, the clinic removes service silos, combining healthcare with case management, housing, financial support and basic needs, while prioritising dignity, trust and continuity of care.
Chairman’s Prize
Biyani House Modular Crisis Accommodation
Women’s Community Shelters delivered the first modular crisis housing at Biyani House, Revesby, funded by a NSW Core and Cluster Grant. Partners delivered a two-storey modular extension supporting women and children experiencing domestic and family violence, demonstrating how modular design can rapidly expand crisis accommodation across NSW for vulnerable communities.
Outstanding Sustainability Project
Bradfield City First Building
First Building is the inaugural landmark of Bradfield City, Australia’s first new city in a century. Located beside Western Sydney International Airport, it launches an industry‑led innovation ecosystem, housing the Advanced Manufacturing Readiness Facility and industry tenants. Designed with Dharug Country in mind, it prioritises sustainability, circular economy principles and a net‑zero future.
Outstanding Civic Leadership Project
Camden Civic Centre – Reinvigoration
The Camden Civic Centre reinvigoration delivers a multifunctional cultural hub for one of Australia’s fastest-growing communities. Through adaptive reuse, it provides accessible spaces for performance, exhibitions and community connection while reducing environmental impact. Strengthening placemaking along John Street, the project boosts cultural participation, supports the night-time economy and offers a sustainable model for delivering cultural infrastructure in growth areas.
Outstanding Civic Leadership Project
Campbelltown Commuter Carpark
The Campbelltown Commuter Car Park delivers essential transport infrastructure while anticipating future urban change. Designed around sustainability, adaptability and accessibility, its modular structure allows conversion to future uses such as mixed-use or cultural spaces. Supporting Western Sydney’s rapid growth, the project demonstrates how adaptable, well-designed infrastructure can deliver long-term social, economic and environmental benefits.
Outstanding Health Infrastructure Project
Children’s Hospital at Westmead Stage 2 Redevelopment
– Paediatric
The project will transform children’s healthcare by delivering a world-class, family-centred paediatric facility within the Westmead Health Precinct. Designed with single patient rooms and extensive family spaces, it prioritises comfort and connection. Advanced technologies and fully electric operations set new benchmarks in healthcare delivery and sustainability while supporting growing demand for specialist paediatric services across NSW.
Outstanding Affordable & Build-to-Rent Housing Project
Connect Westmead
Connect Westmead reshapes the rental experience by delivering scalable, affordable and sustainable housing in Greater Western Sydney. Leveraging AXA IM Alts’ expertise, it provides high-quality homes for essential workers near hospitals, universities and research centres. Through inclusive design, shared spaces and community programs, it fosters connection while demonstrating the viability of institutional investment in affordable housing.

Lang Walker AO Medical Research Building
– Ingham Institute Macarthur
The Ingham Institute Macarthur project drives a system‑wide shift in health, research and innovation for South Western Sydney. It targets diabetes and childhood vulnerability through prevention, culturally safe co‑designed research, workforce development and embedded health technology, positioning Campbelltown as a nationally significant, Indigenous‑led health‑innovation precinct.
Outstanding Community Infrastructure Project
Light Horse Park Accessible Kayak Launch
This project delivers NSW’s first fully AS1428‑compliant river access facility, enabling safe, independent recreation for people of all abilities. It revitalises Light Horse Park, strengthens community connection and inclusion, supports tourism and local jobs, and showcases council leadership through innovative, culturally inclusive design with lasting social value.
Outstanding Innovation Project
Lower South Creek Treatment Program
The $665 million Lower South Creek Treatment Program modernised wastewater infrastructure across Western Sydney, upgrading three plants into advanced Water Resource Recovery Facilities. Delivered by Sydney Water with UGL and WSP, it introduced new treatment technologies, increased capacity for 500,000 people, improved energy efficiency, supported a circular economy, and reduced community and environmental impacts.
Outstanding Freight & Logistics Project
Moorebank Regional Distribution Centre
The Woolworths Moorebank Regional Distribution Centre completes the $1.3 billion Moorebank Logistics Precinct, the largest investment in the company’s history. Featuring advanced automation, 56,000‑pallet capacity and strong sustainability credentials, it strengthens national supply chains, reduces truck movements, supports hundreds of jobs, and improves efficiency across more than 300 NSW stores.
Outstanding Tourism Project
Novotel Sydney Cabramatta
Novotel Sydney Cabramatta was developed to deliver a world-class hotel experience that strengthens Western Sydney’s visitor economy while staying connected to its community. As the centrepiece of the Cabravale Club Resort transformation, it introduces premium accommodation, dining, entertainment and events to the region, attracting visitors, supporting local jobs and helping retain tourism spending in Western Sydney.

Oran Park Hotel
Oran Park Hotel is a 7,500 sqm, three‑level hospitality and entertainment precinct in South‑Western Sydney, offering diverse dining, bars, leisure and event spaces. Designed as a vibrant community hub, it combines contemporary architecture, sustainability initiatives and flexible venues to support social connection, local culture and economic growth.

Parramatta Eels Centre of Excellence &
Kellyville Memorial Park Community Centre
The Parramatta Eels Centre of Excellence and Kellyville Memorial Park deliver a world‑class elite and community sporting precinct. Supporting NRL and NRLW programs alongside inclusive community facilities, the development strengthens sporting pathways, local participation and regional pride, while embedding sustainable design, open public access and long‑term social and economic benefits.
Outstanding Sport & Recreation Project
Regatta Park
Regatta Park has been transformed into a major riverside destination in Penrith, offering recreation, play and dining along the Nepean River. The revitalised precinct includes inclusive play spaces, sports and picnic facilities, public art, restored heritage buildings, improved river access and extensive landscaping, strengthening liveability and community connection in Western Sydney.
Outstanding Social Housing Project
Rosemeadow Stage 3 Seniors Housing
This project delivers high‑quality seniors social housing through a cost‑recovery renewal model, combining government collaboration with architecturally considered, resident‑first design. Part of the Campbelltown Renewal Program, it provides 45 seniors homes within a 135‑dwelling development, supports ageing in place, improves public amenity, and stimulates local economic activity in South Western Sydney.

Shannons Paddock Playground
Shannons Paddock Playground responds to a shortage of challenging play for older children and teenagers in Parramatta. It offers opportunities for climbing, exploration and managed risk, supporting resilience, confidence and social connection, while also providing shaded, accessible spaces for younger children and caregivers within a family‑focused community setting.
Outstanding Education Project
Suburban Study Hub – Macquarie Fields
The Suburban Study Hub Macquarie Fields provides a free, accessible local study space for tertiary students in an area with low university participation. Offering high‑speed internet, workspaces and onsite academic and wellbeing support, the Hub removes travel barriers, builds aspirations, and connects students with education, community and employment pathways.

Western Sydney International Airport
– Terminal, Runway & Access Infrastructure
The Western Sydney International Airport program set a new benchmark for Australian infrastructure, delivering the terminal, runway and access roads ahead of time and on budget. Using a multi‑delivery model, the project overcame COVID‑19 and extreme weather, delivering advanced aviation systems, major transport links and a world‑class airport ready for 24/7 operations.
Outstanding Arts & Culture Project
Wollondilly Shire Council Performing Arts Centre
The Wollondilly Performing Arts Centre in Picton is the anchor project for Stage 1 of the Wollondilly Cultural Precinct, delivering a state-of-the-art venue for performing arts, community events and creative development. With a 350 seat auditorium and flexible spaces, it expands cultural access, celebrates local heritage and supports economic growth by attracting visitors, creating jobs and strengthening Picton’s cultural identity.
